Both copyrighted and proprietary material can be used in the development and implementation of training programs, products, and materials provided the appropriate written authority/permission is obtained from the property owner prior to using the owner's material.  As a general rule, it is a violation of law to use copyright and proprietary material without this permission.  Use of a copyrighted work by the Army without permission of the owner must be approved by the Intellectual Property Counsel of the Army.
